Full Recap (spoilers)
Esther goes to see her sister. The house has been blocked up, writings tell people to stay away. Esther's sister opens the door, but doesn't let Esther in. She seems out of her mind and doesn't let Esther see her two nieces. Esther starts crying, but her sister tells her to go away. When Esther is back in her car, she makes an anonymous call to the authorities to tip them off about two little girls in danger. She drives away and a guy in another car makes a call to confirm that he found Esther Drummond. The other one one the phone tells him to follow her to Harkness and do as he likes with the others.
The news are reporting more and more changes the miracle is causing, one of them is that the health care is reaching a state of crisis. One person in particular, Ellis Hartley Monroe, promises to speak for the living as the government, the Vatican and the scientists keep silent about the miracle.
The new Torchwood team has arrived in Venice to be near LA where the headquarters of PhiCorp are located. While Esther, Jack and Gwen enjoy the beach, Rex gets something to eat and is handed a flyer reading "dead is dead." He calls Vera to asks about the flyer and learns that a smalltown mayor called Ellis Hartley Monroe is leading this campaign. He wants to know where he can find someone to provide him with prescription drugs without asking questions in LA, but she tells him she doesn't have connections there. Then she adds that she should treat him like Monroe is preaching in her "dead is dead" campaign which says that the ones who should have died, should be treated like dead persons.
Then Dr. Juarez and other representatives of other hospitals visit an old
hospital that was closed about 20 years ago and is now considered as a place to store all the patients that are blocking the hospitals.
Torchwood finds a new place to stay and hide. Esther starts looking at PhiCorp's security profile and Gwen gets a phone call from her husband Rhys who is back in their home in Swansea, Wales, U.K. She asks him to take care of her father and get him out of the hospital without noticing that the guy who found Esther is watching her and taking pictures. He receives another call and tells them that he located Torchwood.
Back at the new Torchwood office, they discuss their findings about Jilly
Kitzinger who is a freelancer who seemed to be at the right place at the right time. Just as Oswald, Jack keeps being obsessed with. Jack explains that he pictures Oswald at the center of what's happening and they just have to keep watching to find the source.
Oswald appreciates his new, comfortable hotel room when Jilly pays him a visit to talk to him about a change of plans and that PhiCorp wants her to stay with him fulltime. He tells to her face that being with him is killing her, and she admits she can't stand his hands and what they did. He asks her if she knows why he is important and tells her about his findings when he searched PhiCorp on the internet the other day and just couldn't find the ones who own the company. He adds that he tried to keep his name off the internet as well, but nothing in comparison to PhiCorp's doing and wonders why. He wants to leave for another interview, but Jilly has to tell him that he was canceled because they booked someone else. He wants to know who that was and learns that they rather wanted to talk to Ellis Hartley Monroe, the darling of the Tea Party. Jilly adds that she has been looped on Channel 5 all day long and that she has been radical. She turns the TV on to show him Monroe who repeats her opinion on the people who should have died by now. Before Jilly leaves, she tells Oswald that he's got a rival and that he should think of a line before he becomes yesterday's news.
Back at the Torchwood office, Rex watches Monroe's "dead is dead" speech when Esther asks him about his family in California, but he harshly responds there is no family.
An old black man comes home to find his door open. He takes a shotgun out of his bag and gets in. In his bathroom, he finds Rex who happens to be his son. Rex found some pain killers, but his father wants them back. He keeps threatening his son with the shotgun until Rex takes it away from him. His father wants to know why he came, and Rex shows him his wound and reveals that he was hurt pretty back. However, his father doesn't care and answers that he died for 15 years there, but Re never called.
Back at the Torchwood office, Esther tells the others that they need to get server 113 from the PhiCorp headquarters because it is the only one only accessible by the highes corporate brass taking from Jilly's notes. They can't get through the firewall, so they have to get the actual server and replace it with a duplicate one they got. Then they cause a fire damage so PhiCorp won't realize someone stole the original one. Rex wants to go in, but Jack and Gwen assures him that they are the only one who will be able to get in because Jack wiped them off the map. However, they need his expertise to outwit voice print, palm print and iris recognition of that secured area with the servers.
Jack and Gwen pose as a happy couple and approach the little family of Nicholas Frumkin, the only one with total access to the area they need to go and get voice, palm and iris print of Frumkin.
Meanwhile, the hospital the opened up is getting overrun by all the patients that are sent there. Dr. Juarez finds a little child without parents or I.D. and approaches the one responsible who assures her that they are dealing with teething problems. Outside, Ellis Hartley Monroe gives another interview and states that the hospital is dealing with their problem the right way, putting people in the right place where these people can't pose a danger to society.
Jilly finds Oswald waiting in a limo in front of the hospital who is outraged that Monroe is stealing his spotlight once again and makes it clear that Jilly needs to fix it unless she wants PhiCorp angry with her. After she has left, he gets out of the car as well, walks past Monroe and walks straight into the hospital. AS he passes the press, they recognize him, forget about Monroe and turn their attention to Oswald. Inside the hospital, Oswald tells the patients that he is not afraid because they are just the same. He takes the little girl that was abandoned and holds her up, declaring she will live forever, while the press outside goes mad, as does Jilly.
Meanwhile, Monroe is angry and gets into her car to head for New York. She drinks from her coffee and orders her chaffeur to take her to her hotel. She realizes her coffee tastes weird before she loses her consciouness.
Nicholas Frumkin gets into his car, but the guy who was watching Torchwood is already waiting for him. He tells Frumkin that Torchwood is about to access his secure site and adds that they are the ones to blame. Then he tells Frumkin that he needs his biometrics to get access as well, his voice, a hand and an eye, but assures him not to worry since nobody dies right now.
Re and Jack prepare the server and soon later their operation begins. Esther and Rex get their van in position. When Rex leaves to check the access, Esther uses the opportunity to call Social Services and is devasted to learn that her sister's daughters were taken into custody that morning and her sister was admitted for psych.
Gwen walks into the PhiCorps' headquarters and claims to have an appointment with Human Resources. When they call to check, the call is directed to Esther who gives her ok.
In the meantime, Jack shows up as delivery guy. When the guard calls to check him out, Esther answers again and verifies that Jack is delivering a new document shredder for Human Resources.
Gwen and Jack meet upstairs where they have rouhgly 20 minutes to fulfil their task of getting server #113. Jack triggers the fire alarm, then they get into the server room by using Frumkin's biometrics.
Meanwhile in the van, Rex notices that Esther's distressed and learns that her nieces were taken by Child Protective Services after she reported her sister.
While Gwen and Jack are switching the servers, Rhys calls again to tell Gwen that he arranged for her father to get moved. Before he can give her details, she ends the call. Jack leaves with the server while Gwen stays behind to reattach the new one.
While Esther gives Gwen instructions about how to reattach it, she tells Rex that she went by her sister's house to find it all barricaded up. He gets really angry with her and calls her an idiot and adds that she compromised their entire mission.
Meanwhile, the guy who followed Esther appears behind Gwen and overwhelms her.
While Rex and Esther lose the video feed from Gwen's contact lenses, Jack discovers the guard strangled in his van. He runs back upstairs and finds Gwen tied up, and Rex and Esther have to watch as Jack gets taken out as well. Rex tells Esther it's her fault and leaves to help them.
Rex rushes up the stairs, while the guy talks to Gwen and Jack. He reveals that the ones who sent him are after Jack, but before he can reveal them, Rex shows up and shots him in the throat.
Oswald's action against the "dead is dead" campaign go viral all over the workld. However, Ellis Hartley Monroe wakes up tied up in the car on a scrap yard. She receives a message from someone who is really sorry for what will happen to her, but they already have Oswald and don't need her while the car is taken into a scrap press. The message ends with the voice telling Monroe that they are no one and that soon the families will rise.
Back at the Torchwood office, Esther goes through data from the server they stole and finds plans for so-called "overflow camps," camps for the patients of the I.C.U.s. Gwen receives another call from Rhys who has good news for her. He got her father out of the hospital and into an overflow camp. She panicks and tells him not to let them take her father, but Rhys is too late.
